This is a repurposing of the original list which was set up by Peter Benjamin, Steve Cisler and Michael Gurstein after the Global Community Networking Congress 2000 in Barcelona to discuss matters concerning the G8's Digital Opportunity Task Force (DOTForce).
As the issues of responding to the risks and opportunities presented by Information and Communications Technologies and Development in Less Developed Countries (LDC's) are becoming clearer and more acute, there is increased attention being given to these matters including through the G8 DOTForce, the UN's ICT Task Force and most recently the World Summit on the Information Society sponsored by the International Telecommunications Union and UNESCO to be held in Geneva in December 2003 and in Tunis in 2005. This list is to provide an open opportunity for discussing the issues and concerns surrounding these developments and to provide a means for broader discussion on strategies and developments with respect to the WSIS and particularly the "Civil Society" component of the WSIS.
